These two vehicles look like competitors and are usually bought for different reasons. The right question is not which is better, but which matches your distance, your storage and your road surface.
Choose an electric scooter for short urban trips, easy folding and carrying, and lower cost. Choose an e-bike for longer distances, rough or hilly terrain, greater comfort, cargo capacity and better wet-weather stability. Distance and storage usually decide it before any other factor.
Distance is the first fork in the decision
Scooters excel at short trips. Small wheels, a standing posture and modest battery capacity suit journeys measured in a handful of kilometres, and the last-mile role they are commonly bought for.
E-bikes generally carry substantially more battery capacity and let you contribute pedalling effort, which extends practical range considerably. On longer journeys the seated riding position also matters more than buyers expect — standing for forty minutes is a different experience from standing for eight.

Terrain and road surface
Wheel diameter dominates here. E-bike wheels handle potholes, kerbs, expansion joints and unsurfaced paths far better than the small wheels typical of scooters, and suspension is more commonly fitted and more effective.
Hills favour e-bikes too, particularly mid-drive designs that use the bike's gearing. A scooter climbing a sustained gradient relies on motor torque alone, and heavier riders will notice the difference sharply.
On smooth, flat urban surfaces this advantage largely disappears — which is exactly why the honest answer depends on your route rather than on the category.
Storage, portability and the constraint people forget
This is where scooters win decisively for many buyers. A folding scooter can be carried up stairs, taken onto public transport, stored under a desk or kept in a flat hallway. An e-bike generally cannot.
E-bikes need real storage — a shed, garage, secure rack or a hallway you are willing to surrender. They are also heavy enough that carrying one upstairs regularly is not a plan.
Security follows from this. A bike left outside needs serious locking and remains a theft target; a scooter that comes indoors with you sidesteps the problem entirely. For many urban riders this single factor decides the purchase.
Comfort, weather and confidence
A seated position, larger wheels, suspension and wider tyres make e-bikes markedly more comfortable over distance and more stable in wind and rain. Braking surfaces are typically larger and more effective too.
Standing on small wheels in wet conditions demands more attention, and lower-quality scooter braking systems lose more performance when wet. For year-round riding in a wet climate, this is a genuine consideration rather than a preference.
Conversely, in dense traffic at low speed, a scooter's smaller footprint and immediate step-off can feel more manageable.
Cost, maintenance and legality
Scooters generally cost less to buy and have fewer wearing parts — no chain, cassette or derailleur. E-bikes carry drivetrain maintenance on top of tyres and brakes, and mid-drive systems in particular transmit motor torque through the chain, accelerating that wear.

Lean scooter if: your trips are short, your surfaces are decent, you must carry or store the vehicle in a small space, you use public transport for part of the journey, or budget is the binding constraint.
Lean e-bike if: your trips are longer, your route is hilly or rough, you ride in most weather, you want to carry cargo or a passenger where permitted, or you value comfort and stability over portability.
If both genuinely fit, the tiebreaker is usually storage — because it is the constraint you live with every single day, and the one that cannot be fixed later by spending more.
